The Canada Border Services Agency (CBSA) requires exporters to declare all goods that require an Export Declaration (B13A) prior to leaving Canada. Exporters must complete the most current version of the B13A to avoid government penalties.


A B13A is required when:

  1. The value of commercial goods being shipped are CAD $2,000 or more destined to countries other than the United States, Puerto Rico or the U.S. Virgin Islands.
  2. You are shipping controlled, regulated or prohibited goods, regardless of value, to any country other than the United States, Puerto Rico or the U.S. Virgin Islands.


Responsibilities


You as the exporter are fully responsible for filing the B13A and any Export Permit that may be required for your shipment. You are also solely responsible for any fines associated with non-compliance. Integrated Carriers and any carrier who you choose to ship with through our website are not responsible for any B13A or Export Permit documents that may be lost, stolen or damaged during transportation. 


Important Notes:

  1. An export declaration must be completed and submitted prior to export. It may take up to 24 hours for the B13A Export Declaration to get an approval stamp from the CBSA.
  2. All fields on the B13A are mandatory, if applicable. 
  3. Goods transiting (moving through) the United States from Canada that are destined to any country in the world that meet the above criteria must also be reported with a B13A.
  4. If selling the goods in a currency that is not Canadian Dollars, keep an eye on the exchange rate to ensure the CAD $2,000 value is met.
  5. All other required certificates, permits or licences must be submitted to the CBSA with the B13A prior to the goods leaving Canada. You can learn more from Global Affairs Canada


How Do I Submit my Export Declaration B13A?

The CBSA strongly encourages exporters to complete and submit B13A documentation using the Statistics Canada and CBSA's Canadian Automated Export Declaration (CAED) program. This program will transmit documents directly to the Government of Canada. It is a fast and inexpensive way to report exported goods, providing a complete audit trail.
